Apparel development does not usually suffer from a lack of information. It suffers from information that is correct in isolation but disconnected in practice.
A single woven trouser can generate a sketch, measurement chart, construction notes, fabric specification, colour standard, zipper reference, label artwork, fit comments, grading rules, packaging instructions and several rounds of sample approvals. If those records do not point to the same approved product, the team can still send an outdated fabric, measurement or trim into bulk production.
The practical answer is not a larger PDF. It is a controlled apparel product record that connects material decisions, the current technical specification, sample approvals, production requirements and the final reorder file.
What a connected apparel product record should control

Why this matters now
As of 20 August 2026, Intertextile Shanghai Apparel Fabrics – Autumn Edition is scheduled for 25–27 August 2026 at the National Exhibition and Convention Center in Shanghai. Messe Frankfurt says the edition is guided by four themes: Fashion Forward, Performance Textiles, Sustainability and Textile Future. Its official preview also describes an Innovation & Digital Solutions Zone featuring AI-driven tools, digital production systems and advanced manufacturing technologies.
The programme is a useful signal of growing attention to digital product development, sustainability and production-data management. It is not evidence that every apparel business has already adopted these systems. The more useful operational conclusion is simpler: materials, product development and production information are becoming harder to manage as separate conversations.
1. Fabric sourcing is also a data decision
Handfeel, drape, colour, weight, surface appearance and price remain essential to fabric selection. But a visually approved swatch is not a complete production reference.
Depending on the product and market, the material record may also need to capture:
- supplier and article number;
- fibre composition;
- colour reference;
- weight, weave or other construction information;
- performance characteristics relevant to the end use;
- minimum order quantity and colour availability;
- certification or test documentation, where applicable;
- traceability information that is available for the material.
Messe Frankfurt's 2026 event preview reflects this wider sourcing context. It says the Econogy Hub will bring together eco-aligned suppliers, certifiers, material innovators and industry experts, with dialogue covering circularity, traceability and sustainable supply-chain management.
For a brand, the important distinction is between approving a physical swatch and approving the specification behind it. Consider a dress sampled in a viscose-linen blend. If the project file contains only a short description or an unexplained supplier code, the team may later struggle to confirm whether the bulk fabric matches the sample, which documents applied to it or whether the same material can be reordered.
A stable internal reference can be simple. For example, one material ID can link the physical swatch to the supplier article, colour, specification, available evidence and approval status. The reference should remain stable even if the files behind it are stored in several systems.
Use explicit material statuses such as proposed, sampled and approved for bulk. A rejected option, a temporary development substitute and the final bulk material should never appear equivalent in the product record.
2. The tech pack should be a controlled connection point
A tech pack helps a manufacturer interpret design intent, but its most useful role is broader: it provides a controlled connection between the product definition and the evidence that the definition was approved.
That controlled record normally covers six layers:
- Design: silhouette, construction, artwork and finishing.
- Fit: measurements, tolerances, grading and approved fit comments.
- Materials: shell fabric, lining, interlining, trims, labels and packaging components.
- Production: approved sample references, workmanship standards and packing requirements.
- Commercial: order quantities, colours, size breakdown and reorder references.
- Compliance: composition and relevant material, testing or certification records required for the project.
This information does not need to sit inside one enormous PDF. A PLM platform, shared database or carefully controlled folder can all work. What matters is that the records use consistent references and identify which version is current.
If a zipper changes after the second fit sample, the new zipper must update the bill of materials. If a waistband measurement changes, the measurement chart and sample comment log must agree. If artwork is revised, the approved file should be linked to the same version released for production.
Email and messaging tools are useful for discussion, but they should not become the only record of an approved change. A practical control entry needs a version or change ID, the decision, the date, the approver and the document that was updated.
Digital tools can make this easier. They cannot repair an approval process that has never been defined.
3. Traceability starts during development
On 20 July 2026, the European Commission made the EU Digital Product Passport Registry operational and launched a separate testing environment. This was an important infrastructure milestone, but it did not introduce a general Digital Product Passport obligation for all apparel.
The Commission identifies textile apparel as a priority product group under the Ecodesign for Sustainable Products Regulation working plan. Textile-specific ecodesign and DPP requirements will be defined in a future delegated act. The Commission currently lists Q4 2027 as an indicative date for adoption of that act and warns that the timeline may evolve. The final scope, required data and application date are therefore not yet fixed.
Brands should treat structured product-data work as preparation—not as proof of DPP compliance.
The operational lesson is already relevant, however. Traceability cannot be assembled efficiently at the end of production if upstream decisions were never recorded. A team cannot reliably explain a material later if it cannot confirm which bulk fabric replaced the development fabric. It cannot maintain an accurate product record if sample changes were implemented verbally but never added to the specification.
The starting point for useful digital traceability is less glamorous than a QR code. It is disciplined material identification, approvals and version control during development.

4. Integrated workflows can reduce handoffs, but records still control the result
The same Intertextile preview says the India Pavilion will spotlight vertically integrated production and sustainable material development. Integrated capabilities can reduce the number of organisational handoffs between material development and garment manufacturing, but integration does not automatically make product information accurate.
Whether a project uses one coordinated partner or several specialists, it still needs visible approval gates:
At every gate, ask three questions:
- What changed?
- Who approved it?
- Where was the approved change recorded?
An integrated team can still reproduce an outdated instruction if the current version is unclear. Conversely, several specialist suppliers can work accurately when references, responsibilities and approvals are well controlled.
Five actions fashion brands can take now
1. Give every approved material a stable reference
Do not rely on descriptions such as “soft white cotton” or “linen blend.” Record the supplier, article, composition, colour and the other attributes required to reproduce or verify the material. Link the physical swatch to that record.
2. Maintain one current production specification
The production team should not have to decide whether the latest instruction appears in a tech pack, an email attachment or a chat message. Once a change is approved, update the controlled production record and retire the previous version from active use.
3. Separate proposed, sampled and bulk-approved materials
Development involves alternatives. Make their status visible. If a sample used a temporary substitute, state that clearly and confirm the final bulk material before pre-production approval.
4. Record sample changes before releasing bulk production
Fit comments often change construction. A pocket may move, an interlining may change or a seam allowance may be revised. If the physical sample is approved but the technical file is not updated, production begins with two competing standards.
5. Build the reorder file during the first order
Do not wait until inventory is low. Before the first order closes, archive the final fabric and trim references, current measurements or pattern, artwork, labels, packaging, QC requirements and all approved changes. Also record any material availability or substitution constraint that could affect a repeat order.
The real test is product reproducibility
A useful product record should pass one test:
If the answer is no, the product information is not complete yet.
Reproducibility does not mean pretending that materials, lead times or production conditions never change. It means preserving a trustworthy starting point so that any change in a future order can be identified, assessed and approved instead of being mistaken for the original standard.
